POSITION TITLE:  Director of Finance

SCHOOL/DEPARTMENT: Finance

SALARY:  Based on Admin III scale, plus local supplement

FLSA STATUS: Exempt

REPORTS TO: Chief Finance Officer

SUPERVISES:  Payroll Team

WORK WEEK SCHEDULE: Monday – Friday; some evenings and weekends

WORK HOURS: 40

NUMBER OF MONTHS PER YEAR: 12

POSITION PURPOSE:

The  Director of Finance performs supervisory and responsible professional accounting

and overseeing the school system’s general accounting programs. This work involves supervising the activities of the payroll team in performing designated functions, auditing and maintaining general accounts and the general ledger, compiling data for various reports required by oversight agencies, and assisting outside auditors. The Director of Finance is also responsible for training district bookkeepers and financial operations when the Chief Finance Officer is absent.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Finance:

  1. Secure and account for all district assets, liabilities, equities, revenues, and expenditures by state law.
  2. Act as the general Accountant and preserve all accounts, vouchers, and contracts related to the school district.
  3. Supervise the preparation of payrolls, the distribution of payments, the maintenance of appropriate records, and the remittance of funds as required by state and federal law.
  4. Set up and control an encumbrance accounting system.
  5. Monitor the collections and deposit of tuition, rental, and other monies due the Board of

Education

  1. Provide information related to the financial affairs of the district
  2. Obtain refunds of applicable sales taxes
  3. Prepare and analyze financial statements of the school district
  4. Lead and conduct training for appropriate school and department personnel responsible for district finances

Records and Reports:

  1. Prepare and submit state reports as required.
  2. Submit audit materials and statements as needed.
  3. Annually update all salary, leave, and longevity information.

Auditing:

  1. Oversee the administration of local, state, and federal audits.
  2. Develop and conduct an internal audit program.
  3. Audit all school accounts.
  4. In cooperation with other administrators, maintain uniform procedures regarding funds collected for the various district and school programs.

Personnel Services:

  1. Evaluate direct reports by Board policies and procedures.
  2. Assist with the training of personnel assigned to the department.
  3. Responsible for training all school bookkeepers.

Planning, Research, and Program Evaluation:

  1. Implement administrative procedures, directives, and Board policies related to the Finance Department.
  2. Coordinate financial services with operations in other offices and the schools.
  3. Assist in the data processing operations.

DPI:

  1. Establish and maintain an accounting system to detail assets, liabilities, equities, obligations, expenditures, and current and projected revenues.
  2. Certify the requisition of operational funds.
  3. Receipt and oversee the deposit of all money accruing to the school system.
  1. Allocate funds to programs and schools with conditions governing their use.
  2. Approve or disapprove necessary disbursement for fiscal claims against the school system.
  3. Audit accounts of employees collecting or receiving taxes or other monies.
  4. Ensure the timely and accurate preparation of required and requested reports.
  5. Recommend the selection and discipline of employees to the Chief Finance Officer and the Chief Human Resources Officer.
  6. Maintain liaison with other departments to serve as the financial advisor.
  7. Perform other duties as assigned by the Chief Finance Officer.

WORKING CONDITIONS:

 

PHYSICAL DEMANDS

Work is considered light physical work requiring the exertion of up to 20

pounds of force.

WORK ENVIRONMENT:

Employees in this position must be physically present, work in indoor and outdoor environments, and come into direct contact with OCS staff, students, and the public.
